For unincorporated land, the county recommends checking the parcel in its EPIC mapping tool and booking a free staff consultation, then applying for Planning Clearance, the first step in official review. Water and septic approvals run separately through the Environmental Health Unit before the building permit. Cities and towns inside the county permit separately. Electrical permits come from the state, not the county.

The county's zoning rules are in its Land Use Ordinance, chapter 18.10 of the county code, the land use control for unincorporated Cowlitz County, but the county says only a portion of its land is zoned. Where a parcel is zoned, the district sets uses and setbacks; new lots must meet the lot size set by zoning or the comprehensive plan. A rural parcel may therefore have no zoning district at all.

- When the state Department of Natural Resources issues a timber harvest permit, the county says the property is subject to a six-year development moratorium. An owner who wants to keep most of the land in timber can apply for a one-acre waiver for a single-family home; clearing more than that requires the county's moratorium lift process.

- Cowlitz County's published design criteria set a 12-inch frost depth, a 22 degree winter design temperature and a presumptive soil bearing value of 1,500 psf unless a soil investigation shows otherwise.
