Every job starts with the land, the water and the septic

Washington applies one state building code in every city and county. Cities and counties enforce it and issue residential building permits, and each local jurisdiction sets the snow, wind, frost and seismic values for its own area. The land is what varies. A house needs evidence of an adequate water supply before its building permit is issued, off sewer the septic system needs a permit from the local health officer, and on rural land the county's zoning sets the lot size and what can go on it. Whether you are buying a kit or a whole house, those answers come first.
