Barndominium Builders in Kittitas County, Washington

Kittitas County runs from the forested Cascade slopes past Cle Elum and Roslyn down to the irrigated hay ground of the Kittitas Valley and on to the Columbia River, and rural buyers here are usually after acreage for horses, hay or a big equipment shop. The deciding question on most parcels is water, not the building. Since late 2015 every new groundwater use in the Yakima Basin part of the county has needed a water mitigation certificate and a meter, and the building permit application must be preceded by a water availability determination and a preliminary site analysis. Community Development Services issues the permit, Kittitas County Public Health handles septic and water adequacy, and the zoning code sets minimum lots of five or twenty acres in its main rural and agricultural zones. Barndominium kits suit owner-builders with time and a crew, while a pole barn home with a tall hay or machine bay fits working ground. Our turnkey builds cover the rest. For a lot inside Ellensburg, the city issues its own permits. Send us the parcel number and we will check the water situation and zoning before anything else.

Barndominium Kits and Pole Barn Homes in Kittitas County

A kit suits an owner who wants to raise the shell with their own crew. A pole barn home sets its frame on posts and trusses (the engineering term is post-frame construction) and suits a wide, simple layout with a shop bay under the same roof; a metal building home uses a bolted steel frame. Which one fits your parcel comes down to the zoning, the site and the design values the local building office publishes, covered below.

Building a Barndominium in Kittitas County: Permits, Zoning, Septic and Water

On rural land the zoning, septic and water answers often come before the building answer. Here is who decides each part in Kittitas County, taken from the office or document that publishes it. Rules change, so check them again against your parcel before anything is drawn.

Who issues the building permit County building department

Kittitas County Community Development Services

Kittitas County Community Development Services issues building permits for unincorporated land and takes electronic submittals. Its building page states that a water availability determination and a preliminary site analysis are required before a building permit is submitted. Fast Track review covers simpler projects such as detached residential accessory structures. Ellensburg and the other cities permit inside their own limits.

Who decides the land use Rural and resource zones

Kittitas County Community Development Services (Title 17 zoning)

The GMA comprehensive plan sets rural densities and Title 17 of the County Code sets lot sizes. In the Rural-5 zone the minimum for new parcels is five acres for lots on individual wells and septic, or half an acre in a cluster plat. The A-20 agricultural and Commercial Agriculture zones require twenty acres per homesite outside a conservation plat.

Sewer or septic Septic: local health jurisdiction

Kittitas County Public Health

Kittitas County Public Health permits every septic system in the county. First comes a site evaluation, with two test holes six feet deep dug in the proposed drainfield and reserve areas; then a design by a licensed designer, or by the homeowner after a pre-design meeting; then an installation permit valid one year.

Where the water comes from Private well

Kittitas County Public Works (water mitigation); Kittitas County Public Health (water adequacy)

Water availability here means mitigation. Since December 2, 2015, all new groundwater uses in the Yakima Basin portion of the county must be offset by a water mitigation certificate from a public or private water bank, and metered. The County water bank serves parcels in its zone that apply for a building permit within two years of receiving mitigation.

Adequate water supply determination
Kittitas County Public Health requires an Adequate Water Supply Determination for a building permit on any new structure that will have potable water. It is not required on a structure without potable water plumbing, or on a platted lot served by an approved Group A system in an incorporated area or master planned resort.

2026 drought emergency
On April 8, 2026 the Department of Ecology issued a statewide emergency drought declaration after a warm winter left about half the usual snowpack, the fourth year in a row that part or all of the state has been under a drought declaration.

Building on land near Kittitas County

Start any Kittitas County search with water: confirm whether the parcel is in the Yakima Basin mitigation area, whether the County water bank serves it, and whether it qualifies for the over-the-counter process, which takes about two weeks, or needs Ecology review, which can take about two years. Then check the zone, since Rural-5 and the agricultural zones set very different minimum lots, and whether irrigation water comes with the land. The County sets ground snow load by site, so ask Community Development Services for the design criteria before a truss order. Floodplain parcels need a flood permit with the building application. The County says most homes on individual or shared wells have water-use protections backed by senior water rights during drought restrictions, but excess use may be curtailed.

Building in Kittitas County: questions

Start the survey
How much does it cost to build a barndominium in Kittitas County?
The site often decides the total: a water mitigation certificate and meter, drilling the well, the septic system your test holes support, snow load at your elevation, and the road in. A valley parcel and a forested upper-county parcel can price very differently for the same building. Our barndominium cost guide gives sourced per-square-foot figures as a starting point.
Do I need a building permit for a barndominium in Kittitas County?
Yes. Community Development Services issues it for unincorporated land, but not until the water question is answered: the County requires a water availability determination and a preliminary site analysis before the permit is submitted, and septic approval runs through Kittitas County Public Health. Inside Ellensburg or another city, that city issues it. Our permitting service coordinates the steps.
Can I drill a well for a new home in Kittitas County?
Yes, but in the Yakima Basin part of the county the well alone is not enough. A new household use needs a water mitigation certificate from the County water bank or a private bank, plus a meter, and the water adequacy review before the building permit. Ecology issues the well permit through its Yakima office. A licensed driller puts in the well; we plan the building and site around it.
What is the minimum lot size for a house in rural Kittitas County?
It depends on the zone. Rural-5 requires five acres for a new lot on its own well and septic, while the A-20 and Commercial Agriculture zones require twenty acres per homesite, with smaller lots possible only inside approved cluster or conservation plats. Check the parcel's zone before you buy.
